The story tells of a blue pigeon that travels far from home, and upon returning is captured by several pigeons of other colors and confined to a birdcage. Although the other pigeons feed him through the cage bars, the blue pigeon opts to commit suicide rather than remain jailed in his own hometown. Pro-independence Uighurs use a blue flag, and the Chinese authorities apparently saw the story as a clear allegory about Uighur resentment against Han Chinese policies in Xinjiang. The court tried Yasin in closed hearings, and RFA sources allege that he was denied access to a lawyer. 397.486 Lawyer assistance programs; confidentiality of records, proceedings, and communications. --The records, proceedings, and all communications by and between an individual seeking assistance and the lawyer assistance program shall be deemed confidential and shall not be subject to disclosure or available for court subpoena. This section does not prevent the subpoena of business records that are otherwise available through subpoena, nor does this section preclude release or disclosure of information or communications by the lawyer assistance program when such disclosure is mandated or required as a condition or precondition for entry in the program. Adjudication . Two trial-level courts hear most DUI-related cases,County Court for misdemeanors and Circuit Court for felonies. Pre sentence investigationsare not done for misdemeanor cases. Pleas are accepted at arraignment, and sentencing mayoccur immediately or later. Thirty to 50 percent of individuals charged with DUI plead atarraignment where the judge, prosecutor and public defender or a defense attorney arepresent. Repeat offenders may also enter pleas at arraignment. The prosecutor will contactother states directly where the individual has had driver licenses, but sometimes it isdifficult getting information from other states. The judge gives everyone a chance tospeak and looks at the driving record before sentencing. The judge usually acceptsnegotiated dispositions.
