in pedestrian and bicycle education since 1982, when the Florida Department of Transportation established its Pedestrian and Bicycle Program to serve as a clearinghouse for information and materials regarding pedestrian and bicycle safety. The Pedestrian and Bicycle Program also developed plans and programs to make it safe, comfortable, and convenient to take trips by walking and bicycling. A 1991 University of Florida study of children's transportation showed that only one in six children traveled to school by walking or bicycling; the rest arrived by school bus or private car. The University of Florida and Florida Department of Transportation collaborated in 1997 to develop a Safe Ways To School pilot project to reduce childhood injuries and fatalities by educating teachers, parents, and children; and to improve conditions that affect children walking and bicycling to and from school. 316.6146 Transportation of private school students on public school buses and public school students on private school buses; agreement. --Private school students may be transported on public school buses and public school students may be transported on private school buses when there is mutual agreement between the local school board and the applicable private school. Any agreement for private school students to be transported on public school buses must be in accordance with ss. 768.28(9)(a) and 316.6145. Enrollment in SADD increasedsignificantly from 296 in 1995 to 835 in 1996—an increase of over 180%in just one year. There has been a downward trend in traffic enforcement by the Sheriff's Office in Orange County, as measured by citation volume. Most of the categories and types of traffic citations show a sharp decline in 1992. When asked about this decrease, our contact could not be certain of the cause. Factors that were discussed as possible hindrances to traffic enforcement included many things, from weather concerns, to parades, to political motorcades. Orange County's location obviously makes them susceptible to hurricanes and other weather concerns. These acts of nature place a burden on the Department's ability to focus on traffic enforcement.
