An African-American One-Room School--Reading 1
The early 20th century in America, a period characterized by nationwide social reform, is often referred to as the Progressive Era. During this period, more and more people recognized that education was the best guarantee of economic success for young people. Delaware's educators were eager to reform their schools, which were often old, too small, and in very poor condition. In fact, according to a 1915 federal study of the quality of education in the states, Delaware ranked in 39th place out of the then 48 states. Reforms were interrupted by the country's involvement in World War I, but in 1919 Delaware adopted a new school code. Among other changes, the code established that schools for African Americans would receive some of the money collected from white taxpayers. The new school code also supported the rebuilding of schools for white students. There was no provision for rebuilding schools for African-American children, however. Over 2,100 Children in Head Start: 2,126 Delaware children were enrolled in Head Start in 1999. In FY00, Delaware will receive $9.9 million in Head Start funding, an increase of $5 million over 1993. More High-Quality Teachers With Smaller Classes for Delaware's Schools: Thanks to the Class Size Reduction Initiative, Delaware received $5.6 million in 1999 to hire about 145 new, well-prepared public school teachers and reduce class size in the early grades. The Christina School District encompasses the southwestern sections of the City of Wilmington (Delaware's largest urban area), the City of Newark, plus suburban areas surrounding Newark. The District serves 20,299 students in 13 K-4 elementary schools, six 4-6 intermediate schools, three 7-8 middle schools, three 9-12 high schools, and one K-12 alternative program. The student population includes 42% minority youth -- 34% African American, 5% Hispanic, and 3% other. All but one school is Title I eligible, and 32% of the students qualify for free or reduced meals. 25% of the District's students reside within Wilmington's Enterprise Community (EC), which represents Delaware's most economically distressed area, with a 12.4% unemployment rate and a 31.3% poverty rate.
