Connecticut Overview of Restructuring Legislation - LIHEAP Clearinghouse Connecticut Light & Power and United Illuminating, whose low income weatherization programs are called WRAP and UI-HELPS respectively, spent about $5.9 million of the energy conservation management fund for low-income weatherization programs in 2002 (up from about $2.5 million prior to the restructuring legislation). Expenditures fell during 2003 to $1.5 million because of the budget uncertainty and the implementation of the above-mentioned legislation, which resulted in suspension of most conservation programs, including low-income weatherization, from July through September of 2003. While WRAP was awarded $3.9 million, only $1.5 million was expended during 2003. Most of the suspended funding has been restored and will be rolled over to the 2004 budget, but as of April, the Energy Conservation Management Board, which advises utilities about the conservation programs, hadn't determined the final 2004 allocation.
