Governor Davis H. Waite
The gubernatorial election of 1892 ushered in Colorado's populist experiment under theleadership of Davis Hanson Waite. Waite and his family moved to Leadville, Colorado, in1879 to practice law. With the death of his spouse, Waite and two children moved to Aspen,Colorado. Before his governorship Waite was involved with numerous journalistic projectslike the Aspen Union Era , became Pitkin County's first superintendent ofschools, and ser ved as the county's Justice of the Peace . Evaluation of Full-Time Ride Service Program: Aspen, Colorado's Tipsy Taxi Service - Introduction
The project called for conducting a case study of a year-round ride service program that had been in place for some time, in order to identify characteristics of an active, self-sustaining program. By networking through NHTSA regional offices, Aspen’s Tipsy Taxi program was identified as such a program. Preliminary inquiries were made to determine Aspen’s interest in participating in the study. In consultation with Aspen and Colorado officials, it was decided that the counties containing Telluride and Crested Butte (San Miguel and Gunnison Counties respectively) would be appropriate comparison communities because they had similar characteristics as destination resort areas but did not have a long history of a similarly active ride service program. This report summarizes a study of Aspen Colorado’s Tipsy Taxi ride service program. This service, which provides a free ride home for persons who are too intoxicated to drive, has been in place since December 1983. Funded through donations from the community, this program is available 365 days a year, 24 hours per day. The program is distinctive in that it has been operating for over sixteen years and is self-sustaining. An examination of injury crashes as a proxy of alcohol-related crashes revealed a significant reduction associated with implementation of the program. It is argued that a year-round alternative transportation program is an important component of a comprehensive anti-DUI countermeasure program which should also include deterrence components such as public information, enforcement, and sanctioning. ... Aspen has implemented transportation goals to preserve the physical environment and control future traffic impacts on the community. The 1993 Aspen Area Community Plan adopted a transportation goal to limit the traffic entering Aspen to 1993 volumes. Traffic volume counts are taken continuously at Castle Creek Bridge and are summarized monthly to ensure that the goal is being met. The goal has been met every year since.
