Current engine designs have low energy efficiency. Small piston engines (in the range of about 40 kW or 54 horsepower) have not been optimized specifically for hydrogen fuel. The unique combustion properties of hydrogen allow engines to run leaner and at a higher compression ratio than they do with hydrocarbon fuels. Energy efficiency is a serious problem if consumers want a driving range comparable to that of today's gasoline-powered vehicles. Thus, what we need are high-efficiency drive trains if we are to consider hydrogen seriously as an alternative fuel.   The Office of Fleet Administration assists state employees with their travel needs by obtaining the most economical rates available through the use of contracted travel-related services. Seven car rental companies, airline contracts for travel between 289 city pairs, 150 travel agencies, and American Express Travel Related Services for Business Travel Accounts (BTAs) are currently available.   All travel services are provided to officers and employees of the Executive Branch of California State Government and the California State University System. Services are also available to persons traveling on behalf of the State when ordered directly by a state agency and paid by the State. This urgency statute provides, from September 11, 2001 until January 1, 2002, upon findings by the Department of Motor Vehicles and the Air Resources Board, that car rental companies are authorized to rent specified passenger vehicles in this state that are registered in another state. This statute is in response to the increase in out-of-state rental cars that came into California as a result of transportation difficulties caused by the September 11, 2001 attack on America.The Governor's signing message states that the Governor is signing this legislation with the understanding that rental car contracts will not include any unnecessary out-of-state fees or surcharges, nor should the prorated "vehicle license fee," that is normally assessed on California registered vehicles be collected from customers under the circumstances covered by the legislation. ... California Secretary of State - Elections & Voter Information - Initiative Update
Requires that voters present one of four types of picture identification before voting: (1) California driver's license; (2) California Department of Motor Vehicles issued identification card; (3) military identification card; or (4) United States Passport. Requires that election precinct officers confirm the identity of each voter and record their identification number. Provides that failure to comply with these requirements will constitute election fraud, punishable as a felony.
