If you have a non-commercial driver license and you show proof of enrollment in a DUI treatment program, file proof of financial responsibility and pay (on or after January 1, 2003) a $125 reissue fee after a mandatory 30-day suspension, you may request a restricted license to drive to and from the DUI treatment program and/or to, from, and during work. The reissue fee remains at $100 if you were under age 21 and were suspended under the Zero Tolerance Law pursuant to Vehicle Code §§23136, 13353.1, 13388, 13392. ... [Read More]

CALIFORNIA: San Diego Traffic Offenders Program (STOP) Team Impound
The STOP Team also initiated "Drivers License Check Points," modeled after the court-approved DUI checkpoint program. These operations were conducted in various parts of the city, where vehicles were randomly stopped and drivers were screened for valid driver's license, registration and insurance. If the driver was unable to produce these documents, they were sent to a secondary location for further evaluation and enforcement. ...

To compound this problem, licensed offenders often faced no consequences for their offenses, due to insufficient training for field officers. In some cases, suspended/unlicensed drivers were simply overlooked, or, because the court system was overburdened, license offense cases were frequently plea-bargained or even dismissed. The City Attorney's office was overwhelmed with misdemeanor cases and license offenders were a low priority. ... [Read More]

Office of Traffic Safety: Overview
OTS will propose a regional comprehensive "Closing the Loop" approach to intervention directed at the "Hardcore Drunk Driver" and “Repeat DUI Offender.” This effort will be a grassroots community-based coalition to include law enforcement, local and state government, superior court, city attorney, district attorney, probation, assessment, assignment, monitoring, tracking and the health care systems for appropriate treatment and rehabilitation. In addition, we will rely heavily on social marketing as well as media advocacy to achieve the desired results. OTS will also determine the feasibility of DUI-only courts to better process and monitor DUI arrestees. ... [Read More]

Evidential Portable Alcohol System - Bureau of Forensic Services - California Dept. of Justice - Office of the Attorney General
The Bureau of Forensic Services provides service to 46 of California's 58 counties. The Bureau, with the support of the State Office of Traffic Safety (OTS), has taken a leadership role in developing roadside evidential testing. Our goal is to improve DUI enforcement and public safety by obtaining a breath sample at the time of the stop, not after transport to a testing facility. This roadside testing will allow agencies to more efficiently utilize their highly trained personnel. We are in the process of providing to our client agencies approximately 1,000 EPAS instruments specifically for portable evidential field use. This project is an important step in bringing new technology to the enforcement of the States drinking and driving laws. ... [Read More]
