Conditions in California's 32 adult prisons have been of continuing concern, especially since 1995 when U.S. District Court Judge Thelton Henderson ruled on behalf on inmates in a class action suit brought at the Pelican Bay prison in Crescent City. The judge found that Pelican Bay's staff routinely used unwarranted violence on inmates and operated a medical and mental health care program for prisoners that was "riddled with systemic and gross deficiencies ... which preclude ready access to adequate care." Since that time, special masters appointed by Judge Henderson have monitored the California Department of Corrections' (CDC) progress on compliance with mandated reforms. In January 2004, court special master John Hagar issued a report containing a sweeping indictment of CDC's ability to police itself.
