Current Trainees: University of California, Berkeley and San Francisco
Hui-Chu received her Ph.D. degree in Health Policy and Management at John Hopkins University (1998). Her dissertation topic was "International Comparison Patient's Willingness to Pay for Cataract Surgery." Since 2000, she has been an Assistant Professor at the Institute of Hospital and Health Care Administration at National Yang-Ming University, Taiwan. Her research interests focus on pharmaceconomics, outcomes research, the economic cost of disease and quality of life. Hui-Chu has been a principal investigator for a five-year career development grant entitled "The Economic Cost and Quality of Life of Cancer Patients" from the National Health Research Institutes, Republic of China. As a postdoctoral fellow at the University of California, Berkeley, she participates in the "Economic and Policy Analysis of ADHD and Stimulant Drugs" research project at Petris Center and works on international psychostimulant drug analysis. Once the artificial line of a "two-class theory" of the 14thAmendment is put aside, the difficulties entailed in varying the levelof judicial review according to a perceived "preferred" statusof a particular racial or ethnic minority are intractable. The conceptsof "majority" and "minority" necessarily reflect temporaryarrangements and political judgments. As observed above, the white "majority"itself is composed of various minority groups, most of which can lay claimto a history of prior discrimination at the hands of the State and privateindividuals. Not all of these groups can receive preferential treatmentand corresponding judicial tolerance of distinctions drawn in terms ofrace and nationality, for then the only "majority" left wouldbe a new minority of white Anglo-Saxon Protestants.
