The American Samoa Power Authority (ASPA)(Abe U. Malae, Executive Director) is the recipient of EPA grants for construction of wastewater facilities. Captain Michael Dworsky, Public Health Service, is detailed from EPA to ASPA to oversee the administration of EPA construction grants and provide assistance to the Territory in wastewater management. The two sewage treatment plants on Tutuila were recently upgraded and renovated, and a $6 million first phase of a sewer collection system project in the Tafuna Plains area has been completed, and another $1 million in construction is underway for a wastewater collection system. The Tafuna Plains overlays the major groundwater source for the island. American Samoa presently receives about $1.1 million of construction grant funds annually. ... [Read More]
