The United States Navy and the state of Florida are planning to sink the USS Oriskany, a World War II era aircraft carrier, as an artificial reef in the Gulf of Mexico 23 miles south of Pensacola, Fla. Because PCBs (polychlorinated biphenyls) will remain on board the ship, the Navy must apply for, and EPA must issue, a risk-based disposal approval under the Toxic Substances Control Act (TSCA). In order to approve the Navy's application, EPA must determine that the disposal action will not pose an unreasonable risk of injury to human health or the environment. The role of American submarines in the war against Japan cannot beoverestimated. During four years of war, American submarines sank morethan 600,000 tons of Japanese warships and more than 5,000,000 tons ofmerchant shipping. This was accomplished by a force that never numberedmore than two percent of naval personnel engaged in the war. Americansubmarines formed a blockade that denied Japan the oil, food, and otherraw materials she needed to continue to fight. By 1945, without thiscommerce and the raw materials it supplied to her war effort, Japanfound it impossible to continue the war outside of the homeland. These ships represent the World War II role of the Americanbattleship which changed from the principle capital ship of the navy toa support ship designed to protect and screen the fast Essexclass carrier battlegroups. USS North Carolina , USS Alabama , and USS Massachusetts appear to meet the criteria for designation. Theseships were all fast new American battleships that illustrate the role ofthe battleship as the protector of the aircraft carrier. USS NorthCarolina and USS Alabama are in excellent condition andretain their World War II integrity. USS Massachusetts is in goodcondition and retains her World War II integrity.
