United States Report to the Nonproliferation Committee--Efforts Regarding United Nations Security Council Resolution 1540

Chemical Weapons Convention (CWC): The United States is a party to the Chemical Weapons Convention (CWC), which entered into force on April 29, 1997. The CWC aims to achieve a global ban on the development, production, stockpiling, transfer and use of chemical weapons. The United States strongly supports universal adherence to and full implementation of the Chemical Weapons Convention (CWC). The United States was instrumental in the development of the CWC National Implementation and Universality Action Plans that were approved and adopted by the Organization for the Prohibition of Chemical Weapons’ (OPCW) top policy-making bodies and are currently being implemented by member states. The United States has strong outreach programs on universality and national implementation and provides information and assistance to States on joining and implementing the Convention. London markets have a large selection of foods. Out-of-season fruits and vegetables are imported from around the world, and because of the diverse foreign community in London, ingredients for cuisines from nearly anywhere can be found here. Supermarkets stock fresh, frozen, and packaged goods, nearly always at prices substantially higher than those in the U.S. British foods, eating habits, kitchen equipment, and terminology are different from U.S. counterparts. Some information on the differences can be found in the Living In London Guide and So You're Planning to Live in London, both available from the CLO. Another useful source of information is the Junior League of London's Living in London: Guidelines. ... [Read More]

5. Kyprianou told me in London that GOC was planning--before dealing with question of international force--to seek Security Council confirmation of "territorial integrity and independence of Cyprus". This was confirmed by Greek FonMin this afternoon/5/ who added information that Makarios planned to go personally to New York for that purpose but had agreed to defer this junket until after Greek election next Sunday (February 16). I described to FonMin how I am tentatively planning to deal with this proposal when I meet Makarios. However, I would appreciate suggestion of Ambassador Stevenson and Department as to best tactic. I have in mind saying following to Makarios: ... [Read More]

Dr. Kissinger noted that the United Kingdom now had a resolution before the United Nations./5/ While this resolution appeared to be changing hourly, it is in the general framework of the kind of resolution that the U.S. believes the Soviet Government and the U.S. Government should support. The United States Government is not aware of the view of the People's Republic of China on this resolution, but if all parties could get behind such a resolution then the situation on the Subcontinent could be settled tomorrow. If this is not the Soviet Government's view, how should the United States then interpret the communication from the Soviet leaders? Mr. Vorontsov asked why the United States Government would not be willing to go beyond a resolution calling for a simple ceasefire since this was not adequate in the Soviet or the Indian viewpoint. Dr. Kissinger stated that the resolution might be expanded to include withdrawal since Indian forces have penetrated much Pakistani territory. Thus far ... [Read More]

The land issue threatened the viability of the Swazi culture in the 20th century, since Swazi kings hold the kingdom in trust for their subjects. Encouraged to buy back their land under King Labotsibeni, many emigrated to South Africa to work in the mines. By independence in 1968, about two-thirds of the kingdom was back in Swazi control. King Sobhuza II suspended the British-inspired constitution in 1973 since it did not reflect Swazi culture. Four years later, Parliament reconvened under a new Constitution, vesting all power in the King, who runs the country with a small core of advisers, the Council of Ministers. Opposition parties are illegal, and there has been some dissent, as exhibited by student riots and a general strike in 1995. ... [Read More]

Pharmaceutical supplies are easily obtained, but the quality of some medicines is suspect.  Routine laboratory work is problematic due to lack of supplies.  However, the Embassy has arrangements with several specialty hospitals in Bishkek for diagnosis and outpatient care.  The Embassy doctor will accompany the patient to any clinic/hospital and will bring all needed equipment and medications.  Embassy employees and dependents requiring advanced diagnostic procedures, surgery, or complicated treatment will be evacuated to London or the U.S. upon the recommendation of the RMO.  Expectant mothers may receive their prenatal care up to 32 weeks in Bishkek.  Delivery can be in Europe or the U.S. on a cost-constructive basis, with London as the base for calculation.  Most Embassy employees travel to Almaty for dental care.  Major dental work is done in London through a medical evacuation.  ... Beauty shops and barbershops are numerous and compare favorably with those in the U.S. in price and service. Reasonably priced shoe repair is available. Since World War II, France has been transformed from a largely agrarian economy with modest mineral resources and small, fragmented industrial sectors into a diversified, integrated, and sophisticated industrial power. Still a large agricultural producer, France also has become a major industrial producer and exporter as well. France is the ninth‑largest trading partner of the United States worldwide in terms of two‑way trade, and the third largest in Europe (after the United Kingdom and Germany). The United States and France share many trade similarities, in particular their status as the world’s top 2 exporting countries in 3 key sectors: defense products, agricultural goods, and services. Franco‑American trade is also remarkable for its symmetry, as the majority of the top 15 export products are the same each way. Nonetheless, France’s major partners are within the European Union. ...
