Chemical Weapons Convention (CWC): The United States is a party to the Chemical Weapons Convention (CWC), which entered into force on April 29, 1997. The CWC aims to achieve a global ban on the development, production, stockpiling, transfer and use of chemical weapons. The United States strongly supports universal adherence to and full implementation of the Chemical Weapons Convention (CWC). The United States was instrumental in the development of the CWC National Implementation and Universality Action Plans that were approved and adopted by the Organization for the Prohibition of Chemical Weapons’ (OPCW) top policy-making bodies and are currently being implemented by member states. Dr. Kissinger noted that the United Kingdom now had a resolution before the United Nations./5/ While this resolution appeared to be changing hourly, it is in the general framework of the kind of resolution that the U.S. believes the Soviet Government and the U.S. Government should support. The United States Government is not aware of the view of the People's Republic of China on this resolution, but if all parties could get behind such a resolution then the situation on the Subcontinent could be settled tomorrow. If this is not the Soviet Government's view, how should the United States then interpret the communication from the Soviet leaders? The land issue threatened the viability of the Swazi culture in the 20th century, since Swazi kings hold the kingdom in trust for their subjects. Encouraged to buy back their land under King Labotsibeni, many emigrated to South Africa to work in the mines. By independence in 1968, about two-thirds of the kingdom was back in Swazi control. King Sobhuza II suspended the British-inspired constitution in 1973 since it did not reflect Swazi culture. Pharmaceutical supplies are easily obtained, but the quality of some medicines is suspect. Routine laboratory work is problematic due to lack of supplies. However, the Embassy has arrangements with several specialty hospitals in Bishkek for diagnosis and outpatient care. The Embassy doctor will accompany the patient to any clinic/hospital and will bring all needed equipment and medications. Embassy employees and dependents requiring advanced diagnostic procedures, surgery, or complicated treatment will be evacuated to London or the U.S. upon the recommendation of the RMO. Expectant mothers may receive their prenatal care up to 32 weeks in Bishkek. Delivery can be in Europe or the U.S. on a cost-constructive basis, with London as the base for calculation.
