United Kingdom and Gibraltar (England, Wales, Scotland, Northern Ireland)

Due to the circumstances described above, visitors should take steps to ensure the safety of their U.S. passports.  Visitors in England, Scotland, Wales and Gibraltar are not expected to produce identity documents for police authorities and thus may secure their passports in hotel safes or residences.  In Northern Ireland, however, passports or other photographic I.D. should be carried at all times.  The need to carry a passport to cash traveler’s checks is also minimized by an abundance of ATMs able to access systems widely used in the U.S. and offering more favorable rates of exchange.  While banks in the UK do not charge for the use of an ATM to withdraw funds, travelers should be aware that U.S. banks might charge a higher processing fee for withdrawals made at an overseas ATM.  C ... Visa Waiver Program (VWP)

The Enhanced Border Security and Visa Entry Reform Act created a requirement that VWP travelers present machine-readable passports (MRP), which are tamper-resistant and incorporate biometric identifiers in compliance with guidelines established by the International Civil Aviation Organization. This legislation, which required VWP travelers to present a passport, which included certain biometric identifiers, originally had an October 26, 2004 deadline. However, additional legislation signed in July 2004, extended this deadline to October 26, 2005. DHS announced June 15, 2005 that VWP travelers would satisfy biometric requirements by prese ... The U.S. Department of State's Consular Information Program provides Consular Information Sheets, Travel Warnings, and Public Announcements. Consular Information Sheets exist for all countries and include information on entry requirements, currency regulations, health conditions, areas of instability, crime and security, political disturbances, and the addresses of the U.S. posts in the country. Travel Warnings are issued when the State Department recommends that Americans avoid travel to a certain country. Public Announcements are issued as a means to disseminate information quickly about terrorist threats and other relatively short-term conditions overseas that pose significant risks to the security of American travelers. Free copies of this information are available by calling the Bureau of Consular Affairs at 202-647-5225 or via the fax-on-demand system: 202-647-3000. Travelers to United States Face Passport Deadline - US Department of State

Outreach efforts to inform the public of the June 26, 2005 deadline have helped reduce the number of VWP visitors arriving at the US without the proper passport. An average of 100 VWP travelers arrive per day without the machine-readable passport, compared to 147 per day leading up to the DHS announcement. CBP hopes to reduce that number even more over the coming weeks. Anyone from the 27 VWP countries thinking of traveling to the United States is encouraged to check with their passport issuing authority to ensure they are in possession of a machine-readable passport. As an alternative for persons with immediate travel plans who are unable to obtain a machine-readable passport in time, the individual may apply for a U.S. visa at a U.S. Consulate or Embassy abroad. ... After extensive consultation with Congress and the Department of State, DHS is requiring by October 26, 2005, a digital photograph of the passport holder’s face printed on the data page of the passport.  DHS will impose an October 26, 2006 deadline for the integrated circuit chip, or e-passport, capable of storing the biographic information from the data page, a digitized photograph, and other biometric information in travel documents.  Valid passports issued before October 26, 2005, will still be accepted for travel under the auspices of the VWP, provided that the passports are machine-readable.  ... Machine-Readable Passports for Visa Waiver Program Travel Postponed

Each country to which this postponement was granted made a formal request and certified that it is making progress toward ensuring that machine readable passports are available to its nationals and that it has taken appropriate measures to protect against misuse of its non-machine-readable passports. ...

Five other eligible countries did not request a postponement of the effective date, because virtually all of their citizens already have machine-readable passports.  Those countries are Andorra, Brunei, Liechtenstein, Luxembourg, and Slovenia.  As of October 1, 2003, visa waiver travelers from those five countries must present either a machine-readable passport or a United States visa. ...
