My husband and I traveled from Austin, Texas to Ground Zero shortly after the disaster and we were repeatedly told the same thing you were - don't take pictures, this is a crime scene. I tried to explain to the police that in Texas some people weren't taking the attacks very seriously because they live so far from NYC, and that personal photos taken by us would help them better grasp the reality of it all. In April, two French citizens were killed in a suicide attack against a synagogue on the Tunisian island of Djerba. In May, a suicide bomber exploded a vehicle alongside a bus in Karachi, killing 14 persons, including 11 French engineers. Terrorists also attacked the Limburg, a French supertanker, off the coast of Yemen in October. The attack resulted in one casualty and caused an oil spill of 90,000 barrels into the Gulf of Aden. Four French nationals were killed and seven wounded in the bombing of a Bali nightclub in October. The Corsican National Liberation Front claimed responsibility for a string of nonlethal bombings in Paris and Marseilles in early May. Limited Test Ban Treaty In January 1959 the United States and the United Kingdom dropped the linkage between a test ban and other arms control agreements; France, however, did not. The French continued to maintain that until there was agreement on nuclear disarmament -- including an end to weapons production, reconversion of stocks, and a ban on possession and use -- French plans to conduct tests would go forward. The Soviet Union abruptly reversed its position in June 1961, when Premier Khrushchev declared during his meeting with President Kennedy in Vienna that the test-ban question must be linked with general and complete disarmament. (F) Europe Overview On the judicial front, French courts tried and convicted numerous ETA terrorists. In January, Javier Arizkuren Ruiz, alias Kantauri, a former ETA military operations chief, was sentenced to eight years' imprisonment. A Paris appeals court in September reportedly authorized Ruiz's extradition to Spain to stand trial for an attempt to kill King Juan Carlos in 1995. Twelve other ETA militants received lengthy jail sentences. The court sent Daniel Derguy, believed to be the ETA chief in France, to prison for 10 years. In October, 10 senior French and Spanish ETA members were convicted of criminal conspiracy in connection with a terrorist organization. Ignacio Gracia Arregui, alias Inaki de Renteria, reportedly a top ETA leader, was sentenced in December to five years in jail. Others convicted received prison sentences of five to 10 years.
