Statement of the Atlantic Summit: A Vision for Iraq and the Iraqi People Any military presence, should it be necessary, will be temporary and intended to promote security and elimination of weapons of mass destruction; the delivery of humanitarian aid; and the conditions for the reconstruction of Iraq. Our commitment to support the people of Iraq will be for the long term. ... In these circumstances, we would undertake a solemn obligation to help the Iraqi people build a new Iraq at peace with itself and its neighbors. The Iraqi people deserve to be lifted from insecurity and tyranny, and freed to determine for themselves the future of their country. We envisage a unified Iraq with its territorial integrity respected. All the Iraqi people -- its rich mix of Sunni and Shiite Arabs, Kurds, Turkomen, Assyrians, Chaldeans, and all others -- should enjoy freedom, prosperity, and equality in a united country. We will support the Iraqi people's aspirations for a representative government that upholds human rights and the rule of law as cornerstones of democracy. ... [Read More]
Interview With Público Newspaper of Portugal DEPUTY SECRETARY ZOELLICK: Well, first of all, you know, our starting point is that Portugal has been a long-standing ally and partner. One of the items that I discussed with the Prime Minister, is - this is partly for reasons of history - meaning Portugal has long been an Atlantic country and it has a more cosmopolitan attitude because it's been a maritime country, so we actually discussed how its perspectives are sometimes more similar to those of Britain, the Netherlands, Denmark - countries that have had maritime traditions. And as you probably know, I served with Secretary of State [James] Baker from 1989-1992, so I've worked with Portugal in the past as part of NATO and as part of the European Union. And these are points that the Prime Minister emphasized to me as well. And so I think, you know, his key theme was the continuity of Portuguese foreign policy, not that of drastic shifts. And, you know, this is what I had expected, given the Portu ... [Read More]

Voters elected Bill Clinton, a Democrat, president, only to turn around two years later and giveRepublicans their first majority in both the House and Senate in40 years. Meanwhile, several perennial debates had broken outanew -- between advocates of a strong federal government andbelievers in decentralization of power, between advocates ofprayer in public schools and defenders of separation of churchand state, between those who emphasize swift and sure punishmentof criminals and those who seek to address the underlying causesof crime. Department of State Washington File: Text: Remarks by U.S. Ambassador to Portugal McGowan on East Timor Americans and Portuguese share the goal of seeing the international community build its capacity to prevent and stop outbreaks of mass killings and displacement. This is one of the common threads linking Kosovo and East Timor. NATO's decision to act in Kosovo was guided by the clear, repeated consensus of UN Security Council resolutions accusing Serb forces of committing atrocities against the Kosovar Albanians. The U.S. first warned Milosevic it would respond militarily to aggression in Kosovo eight years ago, in 1991. And this spring -- after more than a year of agonizing, frustrating negotiations with Belgrade -- NATO finally took action to vindicate the principles and purposes of the UN Charter in the defense of human rights. ...
