Drug traffickers continue to move coca products out of Peru by land, air, and sea, as well as opium latex and morphine across northern land borders, to U.S., South American and European markets. Maritime smuggling of larger cocaine shipments is the primary method of transporting multi-ton loads of cocaine base and cocaine hydrochloride (HCl). In 2004, record-breaking cocaine seizures included four tons of cocaine base intercepted at sea and almost two tons of cocaine HCl packed in frozen squid from Peruvian seaports. Mexican trafficking organizations are implicated in using Peru as a primary source of cocaine base and HCl. Dense coca cultivation is increasing in new areas outside the traditional source zones of Monzon and Apurimac/Ene Valleys. The Road Ahead. Increasingly, the collaborative efforts of the governments of the United States and Venezuela are focusing on the development of intelligence information and legal evidence aimed at disrupting and dismantling the narcotrafficking organizations that operate in Venezuela. To counter the expanding use of Venezuelas seaports and border points of entry as drug transit routes, the U.S. Customs Service and INL will sponsor projects to improve security at these locations by assisting the GOV to improve organizing procedures and divisions of responsibility; offering training in document inspection, cargo searches, and intelligence analysis; and donating selected equipment to improve GOV customs capabilities. USCS will deploy several customs inspectors to key ports and border locations as trainers and advisors during the start-up phase at each location. Accomplishments. The most notable counternarcotics achievement in 2003 was the capture and expulsion to Brazil of Claudair Lopes de Faria, who was wanted in Brazil for trafficking and murder. During the investigation, the discovery that Claudair possessed false Paraguayan identification, opened a probe into possible government accomplices. The arrest served to highlight the advances the SENAD has made in surveillance techniques and investigative strategies. The same skills proved successful in the arrest of known narcotics trafficker Hassan Abdullah Dayoub, who was stopped at the Asuncion airport on his way to Syria carrying 2.33 kilograms of cocaine hidden inside an electric organ. The recent seizure of a partially constructed, 100-foot submarine outside the city of Bogota reflects the versatility and financial resources of Colombian drug traffickers. Had it been completed, this submarine would have been capable of transporting up to ten metric tons of cocaine to the United States, about five percent of annual U.S. demand, while remaining at snorkel depth the entire trip. With an estimated total cost of 20 million dollars, this incident again demonstrates trafficker resources and ingenuity. Colombian cocaine trafficking groups generate billions of dollars in revenues each year, resources that increasingly have been used to purchase the best talent and technology available on the world market.
