US Department Of State Post Report This sea level city, formally named Santiago de Guayaquil, was founded in 1538. Tropical, bustling and noisy, Guayaquil is located on the Guayas River and boasts a large deepwater seaport on the saltwater estuary 8 miles south of the center of town. The city is located 50 miles upriver from the Pacific Ocean. A few small hills rise abruptly in the northern residential section; the rest of the city is flat. With a population approaching 2,500,000, the city is growing rapidly, with extensive slums expanding on stilts over tidal estuaries. The city also has modern residential areas of attractive walled homes and gardens and many multi-story apartment and condominium buildings. Temperatures are generally pleasant during the dry season from June to December, and no worse than Washington, D.C. in midsummer during the remainder of the year. Mosquitoes are common during the rainy season from January to May. ... [Read More]
US Department Of State Post Report There are many beaches within a day’s drive from Caracas. The beaches at Rio Chico to the east, or at Cata or Choroni/Puerto Cabello to the west of Caracas, are popular. The roads to the latter beaches are steep, curving, and narrow, and because of the road conditions, it takes about 4 hours by car to arrive at these beaches. The islands in the Morrocoy National Park, four to five hours from Caracas by car, and then reachable by boat, offer beautiful beaches and great snorkeling. Camping is allowed on these islands although there are no facilities. The islands of Los Roques, reachable only by air (30 minutes from Caracas), are beautiful and offer excellent snorkeling, too. Camping is allowed there also, but again, there are no facilities. Beaches in Venezuela are not like the beaches of Florida and California. They are generally very short and narrow, not the type where one can take a nice long walk. However, many are beautiful and some h ... [Read More]

Political Violence Against Americans: 1999 A demonstration organized by the Chinese Chamber of Commerce took place at the U.S. Embassy. The group was protesting NATO's bombing of the Chinese Embassy in Belgrade. ... At 4:20 p.m., approximately 45 supporters of Mumia Abu-Jamal arrived at the American Presence Post (APP) and demanded a meeting with an American official. Approximately 30 members of the group remained in the ground floor lobby area of the local Chamber of Commerce, including five who chained themselves to posts, while 15 members of the group reached the second floor hallway just outside the APP doorway. Some of the protesters damaged a security camera located in the hallway outside the APP. All employees of the post remained inside, behind the hard line, along with a local French police officer. Post refused the group's demands for a meeting and immediately phoned the police. Police arrived and evicted the protesters. They remained across the street for 45 minutes. All employees left the building via the rear entrance. The protest ended at 6:20 p.m. No injuries were reported. ... [Read More]
M) Money Laundering and Financial Crimes To develop a sustainable institutional capacity in the Caribbean region to address the issues related to anti-money laundering efforts at a local, regional and international level, by strengthening existing institutional capacity at the regional level, and developing new, or enhancing existing, institutional capacity at the local level. ... In 2002, GPML rapidly expanded its Mentor Programme, providing “on-the-job” training that adapts international standards to specific local/national situations, rather than the traditional, more generic training seminars. The concept originated in response to repeated requests from Member States for longer-term international assistance in this technically demanding and rapidly evolving field. GPML provides experienced prosecutors and law enforcement personnel who work side-by-side with their counterparts in a target country for several months at a time on daily operational matters to help develop capacity. Some advise governments on legislation and policy, while others focus on operating procedures. Regional Mentors in Africa, Asia-Pacific and the Caribbean have significantly added to GPML’s capacity. ... [Read More]
