Our travel assistants said that, as they did not have our tickets, they could not get boarding passes and that we had to talk to the airline manager, Chase. Despite our appeals, he did not or could not help us. Finally he said, “Just go. We’ll work it out.” 1Well, my friends, we waited and waited, until finally the call came “EAC Airline announces its flight to Enugu.” Unbeknownst to me, the fun was just beginning. The ground crew had us queue in about four different lines and locations, ever careful to keep us off the plane. “Mothers with young children please form a line here,” one attendant said. Anti-corruption legislation has been proposed, but is stalled in the senate. Sporadic progress against corruption within the NDLEA contributed to its reputation as Nigeria's most professional law enforcement body. The NDLEA made regular arrests of individual drug couriers in 1999, but did not arrest or prosecute any major traffickers. Assets have been seized, but no forfeitures, which require convictions, have been made. The NDLEA chairman was briefly held in contempt for refusing to release several hundred thousand dollars' worth of vehicles while their owner's case proceeds slowly through the legal system. Stith The Open Skies agreement lays the framework for U.S. and Tanzanian airlines to receive reciprocal landing and overflight rights on routes between the two countries. It paves the way for possible direct flights to Tanzania by U.S. airlines, as well as flights to the U.S. by Tanzania’s national carrier. Africa The proposed Agreement is a framework to enhance cooperation between the U.S. and GON to curb the number of airline passengers traveling to the United States on fraudulent travel documents. Under this agreement, the GON would establish an interagency anti-fraud unit and taskforce that will be responsible for combating the use of fraudulent documents. The unit would pre-screen passengers boarding flights from Nigeria to the U.S. and present cases for prosecution related to fraudulent documents. The GON would agree to strengthen its Immigration Service and make best efforts to strengthen its criminal penalties for using fraudulent documents.
