Upon returning from Vietnam in 1969, Ms. Keener was a congressional caseworker on the staff of Congressman D.W. Riegle Jr. She relocated to Atlanta in 1971, and after completing graduate school was an assistant professor of nursing at Georgia State University, later serving as the executive director of the Georgia Nurses Association. Prior to entering federal service in 1993, Ms. Keener practiced law in Atlanta for ten years with an emphasis on medical malpractice and health-related claims. She served from 1993 to 1997 as the presidentially-appointed, Senate-confirmed, general counsel of the Department of Veterans Affairs.
