1966 Bachelor of science degree in nursing, Catholic University of America, Washington, D.C. 1972 Master's degree in nursing, Emory University, Atlanta, Ga. 1982 Doctor of law degree, Columbus School of Law, Catholic University of America, Washington, D.C. ... Upon returning from Vietnam in 1969, Ms. Keener was a congressional caseworker on the staff of Congressman D.W. Riegle Jr. She relocated to Atlanta in 1971, and after completing graduate school was an assistant professor of nursing at Georgia State University, later serving as the executive director of the Georgia Nurses Association. Prior to entering federal service in 1993, Ms. Keener practiced law in Atlanta for ten years with an emphasis on medical malpractice and health-related claims. She served from 1993 to 1997 as the presidentially-appointed, Senate-confirmed, general counsel of the Department of Veterans Affairs. As chief legal officer of the department, she directed the activities of a 702-person nationwide staff including attorneys and support personnel, and administered an annual operating budget of $46 million.
